Consider some of the important findings in recent Arab Human Development Reports and related studies:

• The total number of books translated into Arabic in the last 1,000 years is fewer than those translated into Spanish in one year.

• Greece – with a population of fewer than 11 million – translates five times as many books from abroad into Greek annually as the 22 Arab countries combined, with a total population of more than 300 million, translate into Arabic.

• According to a Council on Foreign Relations report, "In the 1950s, per-capita income in Egypt was similar to South Korea, whereas Egypt's per-capita income today is less than 20 percent of South Korea's. Saudi Arabia had a higher gross domestic product than Taiwan in the 1950s; today, it is about 50 percent of Taiwan's."

As Dr. A.B. Zahlan, a Palestinian physicist, has noted: "A regressive political culture is at the root of the Arab world's failure to fund scientific research or to sustain a vibrant, innovative community of scientists." He further asserted that "Egypt, in 1950, had more engineers than all of China." That is hardly the case today.

The UN Human Development Report reveals that only two Egyptians per million people were granted patents, compared to 30 in Greece and 35 in Israel (for Syria, the figure was zero).

Similarly, the adult literacy rate for women aged 15 and older was 43.6 percent in Egypt and 74 percent in Syria, while for the world's top 20 countries it was nearly 100 percent.

And finally, according to Freedom House rankings, no Arab country in the Middle East is listed as "free." Each is described as "partly free" at best, "not free" at worst.

The sad truth is that it is precisely political oppression, intellectual suffocation, and gender discrimination that explain, far more than any other factor, the chronic difficulties of the Middle East.

The Souther-Orlov Famous Unknown Spy

Michael Evegenievich Orlov, (born 30 January 1957, Hammond, IN, died June 22, 1989, Moscow, USSR as Glenn Michael Souther was a US Intelligence Specialist, and a petty officer (an equivalent of a sergeant ) in the US Navy, who spied on US out on purely ideological grounds.

His father was a middle-class businessman. His parents divorced when he was four years old, and he was raised by his mother. In 1975 he studied at a university, but after six months dropped out. Upon joining the USN he studied at the The Naval Marine Intelligence Training Center (NMITC)'s Photography Interpretation School under gaining command, at the end of which was assigned to the 6 th Fleet U.S. Navy.

From 1977 to 1982, Glenn Souther served in a FICLANT unit (Fleet Intelligence Command Atlantic) of the 6 th U.S. Navy based in Italy, handled the public relations, and was the personal photographer to the fleet commander Admiral Crowe. He served on the aircraft carrier USS Nimitz, then on the command and control ships USS Albany and USS Puget Sound.

From 1983 to mid 1986 Souther was studying for his commissioning at the University of Old Dominion ROTC in Norfolk, and also served as a reservist at the U.S. Naval Base in Norfolk, where he had access to materials related to US space program.

Since his youth Souther was interested in the culture of the Soviet Union, loved to read Vladimir Mayakovsky, and read Marx. He has formed his own view of the world, which he wished was ruled by justice, equality, supremacy of collectivism over individualism.

In accordance with his convictions in 1980 Souther asked the Soviet embassy in Rome for help in obtaining Soviet citizenship. He did not ask for political asylum, did not indicate any harassment by U.S. authorities. Boris Solomyatin, the KGB resident in Rome, recalls how he recruited Souther: "No, he did not nurture the decision to betray his country - he wanted to find a new one. Souther did not even consider the nature of his service in the U.S. Navy to be secret.

Souther went on to serve on the aircraft carrier USS Nimitz, and other warships, and he handled top secret secret documents and imagery. Therefore, the Soviet intelligence services were very interested in Souther and offered him help in obtaining citizenship in exchange for secret information. However, after he flatly refused material compensation for their services, they suspected him to be really working for U.S.

Information received from Glen Souther was genuine, sensitive and extremely important.

In Moscow my friends have found a treasure trove of US Naval documentation whith acronyms and serial numbers pointing to the commands and to the time frame of Souther's access. Note this as a catalog of publications turned over to the KGB:

Souther was placed under surveillance, which lasted about a year, but has not produced success. He has repeatedly briefed at a local FBI office, where he first talked about his views on the world, the USSR, the Soviet culture. Later he was summoned for more questioning, which also yielded nothing. Souther was asked to undergo lie detector test, conducted according to the standards of the FBI, not the Navy's more scrupulous methodology. Because of the threat of arrest June 9, 1986 Souther booked a flight on an Alitalia flight, with a return ticket to the USA, flew to Rome, where the Soviet secret service transferred him to Moscow.

Life in the USSR

By the decree of the Presidium of the Supreme Soviet on October 2, 1986 he was officially granted Soviet citizenship. He chose a new name of Michael E. Orloff. The application for citizenship Souther wrote: "With all the responsibility that the U.S. government will never do nothing of sincere and honest intentions to establish peace on earth until, until you are firmly convinced of its total military superiority. U.S. contempt has taken and continues to endanger the fate of other nations.

Orlov-Souther was the only foreign-born agent of Russian intelligence service who received the official title of a KGB officer. He was conferred the rank of a Major. He was given an apartment in Moscow and a dacha in the suburbs.

June 22, 1989 as a summer cottage Orlov wrote several suicide notes, went into the garage, shut all doors and windows and started the engine. His wish was to be buried wearing the uniform of a KGB officer. In honor guard at the funeral were the leaders of the KGB, including the Committee's chairman. Orlov was buried in the cemetery Novokuntsevskom Moscow, next to the grave of Kim Philby.

In a letter written before his death, addressed to fellow spies, Orlov wrote: "I do not in any way regret our relationship. They were long and helped me grow as a person. All were tolerant and kind to me. I hope... you forgive me for what I did...or for not going to the last battle."

This echoes his earlier letter in 1988: "Russia was for me the place where I have lived in their dreams - a country fascinated me, despite the fact that I was sometimes difficult and lonely."

Russia Admits China Illegally Copied Its Fighter

After years of denial, a Russian defense official conceded that China
had produced its own "fake" version of the Su-27SK fighter jet in
violation of intellectual property agreements. "We are in discussions
with China on this issue," said Mikhail Pogosyan, first vice president on
program coordination, Russian Aircraft Corp., during a press conference
here at the Aero India trade show.

In 1995, China secured a production license to build 200 Su-27SKs, dubbed
J-11A, for $2.5 billion for the Shenyang Aircraft Corp. The deal required
the aircraft to be outfitted with Russian avionics, radars and engines.
Russia cancelled the arrangement at 95 aircraft in 2006 after it discovered
that China was developing an indigenous version, J-11B, with Chinese
avionics and systems.

China produced six J-11B fighters for testing, but despite efforts to
produce a suitable replacement for the Russian engine, the new fighter
was outfitted with the same AL-31F, said Andrei Chang, a China military
specialist at the Kanwa Defense Center. One J-11A was outfitted with the
indigenously-built WS10A Tai Hang turbofan engine, but the J-11Bs are still
using Russian AL-31Fs due to technical difficulties, Chang said.

Pogosyan and Russian Defense Minister Anatoly Serdyukov traveled to Beijing
in December to attend the 13th session of a Chinese-Russian joint commission
on military and technical cooperation and apply pressure to Chinese
officials. Ultimately, China agreed to protect intellectual property rights
and stop illegally copying Russian military equipment.

"I think this was a big step to make this issue more transparent and more
precise in our future discussions," said Pogosyan, who also serves as the
general director of Sukhoi.

Russia fears that China would mass-produce cheaper export versions of the
Su-27 for the international market, and China feared that Russia would
cancel future orders for advanced arms, such as the Su-33 combat jet for
China's aircraft carrier program, Chang said. Chinese violations of the
end-user agreement would be particularly upsetting to Russia's long-time
strategic partner India, if Pakistan buys the Chinese-built Su-27 version.

However, Pogosyan downplayed the quality of the Chinese effort, saying a
copy of a copy would not be a good aircraft. "If we speak about the copy
of the airplanes, I think that in this case, the original will always be
better than a slightly modified copy," he said. "The original made by the
designer who developed the product is always better, and it is a better
start for a new program with the original designer and developer than
making a fake copy."

He said buying copies makes it difficult to overcome problems occurring
during the lifetime of the aircraft, while the original developer knows from
experience how to deal with these issues.

Chang does not believe China will honor the intellectual property agreement,
or any agreement with Russia, and will continue to develop the J-11B as a
totally indigenous aircraft. However, China will move cautiously until it
secures deals for the Su-33 carrier-based fighter. China is beginning to
build its first aircraft carrier and needs Russian technology and
experience, Chang said.

KGB's archives affords me a glimpse at Vatican's Intelligence Service

Stanislav Lekarev, a well-placed investigative reporter and a former Soviet official, reveals the results of his heart-to-heart with a friend that still has access to the documents from KGB's 5th Chief Directorate that was also responsible for dealing with religious dissent. Despite the Holy See's curt, Jesuit-like denial of having any involvement in intelligence activities, the archives shed rare light on the Vatican's well-though-thinly-cloaked clandestine activities in USSR.

Vatican's Secret Service is a well-compartmentalized into its many cover organizations conveniently subdivided by their religious activities that afford the Holy See the advantages over any other intelligence service.

The strategically important service is the responsibility of the Jesuits. The order is under the direct command of the pontiff.

The Jesuits manage information -gathering functions for the Vatican. Thus the Russian department is conveniently set up under the cover of the Congregation of the Eastern Churches, Actione Catolica, Russia Christiana, and has its operations center at the St. Georgio Institute in Medona, and at the Modesto Monastery in Seriate, a picturesque suburb of Milan.

The department that runs its agents in Russia is the mysterious Russicum, which has a legitimate appearance of any other Catholic outreach facility, recruiting into its ranks residents of Eastern Europe.

Information gathering takes place under the guise of very conventional missionary activity, a non-governmental charity work, seemingly innocent purchase of a government's archives.

The Russian desk is still run by its Vatican's former USSR directorate which bears the name of the St. Teresa Russian Catholic College.

The external and hands-on operations are also performed by the Dominican Order. The order uses its international resources to exfiltrate its agents, to discredit undesirable officials, and other cloak and dagger operations. Its low-profile department of Sodalicium Pianium is responsible for internal security, taking care of the Vatican's own heretics, and vetting out Vatican's security apparatus.

Thus Vatican has plenty of organizations to also collaborate with other intelligence agencies. Joint projects with CIA, MI6, SDECE and Mossad has been through The Sovereign Military and Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta. Pinochet and the Polish Solidarnosc (Solidarity) are good examples of Vatican's intelligence networking par excellence.

My fdriends have also reported that the same type of natenna farm is found on the roof of the building at Bolshaya Olenya Street, 15A (55°48'30"N 37°41'26"E), which is the Radio Tracking Center co-located with the Central Design Institute of Communications No. 17, a. k. a. the military unit (В/ч) 25801.

This is most likely a R&S Doppler triangulation antenna, seen on the roof the both buildings is R&S PA055, that has 16 vertical concentric dipoles, and covers the 20-1000 Mhz range.

The second photo also shows this skirt-like antenna between the parabola and the umbrella-shaped antennas. The famous R&S HK014, for receiving omnidirectionally anything in the 80-1600 Mhz range:

A GRU dial radio is a typical part of a Soviet (Russian) secret cache

This telephone-dial spy radio found in caches planted by Soviet or modern-day GRU makes for slow but sure and secure communication.
This one is Р-353 "Proton" - the workhorse of GRU's osnaz or KGB's spetznaz. Contains classic Soviet-era tubes, like the famous GU (ГУ) 19. My friends tested the set and found it to produce signals of more than 50 watts. For those who are somewhat familiar with Soviet technology, this set is related to R-350 Orel (or Р-350 "Орел".)

The set is great for transmitting data, especially telegraphy. It contains the typical coder-decoder pair, and a magnetic tape drive. Data transmission is under 1000 baud due to the use of the telephone dial, which ensures precision. Also contained therein are flip-style CW Morse key, comprehensive chart of GRU's and KGB's favorite, alternative, SSB, and other frequencies, discreet night light, even a lanyard with an all-weather pencil. The power supply is ahead of its times (1960's !!!) and challenges modern laptops: it is of the smart type, capable of charging its battery from any outlet and voltage in the 80-240 VAC range, and has an external 12 VDC socket. ACARS is Aircraft Communications Addressing and Reporting System. The originating aircraft, registration number VP-BWA is an Airbus 319-111, was on its way from Vienna to Moscow, when it transmitted classical number groups extremely typical and consistent with modern shortwave radio's number stations. My properly informed friends tell me that international regulations do not allow the ACARS to be used for espionage purposes.

The typical content of an ACARS message is an estimated time of arrival, a 4-character airport code, and some terse, telegraphic readable content.

Don't ask me how I got this :-)

It shows that somebody very loyal to the Russian Federation, and not associated with the Russian Embassy in USA, has easily intercepted US-UK radio traffic. The first message deals with a mysterious emergency search and rescue by NATO in the Atlantic. The second message, stored on an unnamed server, this individual says that he left his recording equipment listening to the 6697 Hz frequency, Upper Side Band, RATT transmission mode. What he picked up is a Nimrod, a British maritime surveillance plane leaving US on the way to RAF Kinloss. The Russian listener appears to be professionally experienced in the US-NATO radio traffic patterns. The telegraphic style of the message is chillingly old school.

Quite some time ago I started getting comments of supposedly demeaning intent, caused by the truth on this blog hurting the ex-iron evil empire apparatchiks' consciousness. This post, for example, now sounds as if the rather brusque requests (if I was interested in having enough "beer money") came really from Moscow, NOT Britain. The British nowadays are mired in the permanent marshland of politically correct complacency, symbolic pomp and circumstance, and knifings by its baggy pants youth.

On November 12, 2008 I came back from a long hiatus wherein I worked hard, and provided sustenance for my palatial domicile and its dear occupants. I was also involved in tricky negotiations about Russian documents I have gotten hold of in the process.

Few posts prior was the distant July 25, when the BAE document caused upset stomach with the document's owners in Moscow.

The bottom line: I am not posting the documents in their entirety on this blog. I have sold them to a major news agency, though I can still show the letterheads on the blog. For those of you who contacted me by the comments that I never post, here are the rest of the letterheads:

The above memo is unique because it uses English in its letterhead, and yet it is internal, sent from the Lubyanka HQ January 17, 2008, faxed the next day, and its content points to interesting instructions regarding FSB-Administration-Diplomatic strategy of responding to the Litvinenko poisoning inquiries.

This memo of 16 January 2008 instructs an interesting interested party on the focus of Lugovoi-Scaramella angle of inquiries.

All the while I am working my way through the new materials, I am getting a whole lot of not-so-friendly comments that I do not post for simple reason of not losing my Adsense account. As someone threatened in a previous post, I do need Adsense to buy a beer once in a while.

There is a lot of things abuzz both sides of the ditch. I don't mean the latest warmongering by Russia, or Georgia. There are reports that Selma on the Baltic is really abuzz for the forth day straight, because it is a military district and a base for naval operations. Russians afraid to leave their back door open?

I have been really busy, more than I thought I'd be considering the summertime and the approaching vacation season. I have a lot of content for upcoming posts, the content itself not quite ready for the prime time, since it needs to be sanitized and the names of the innocent to be protected. You just never know where Putin's plutonium men will pop up next.

Bae document winds up in Russia

The offenses are said to have happened while Mr Parr was working for BAe Systems and Avionics based in Basildon, Essex.

The former soldier and father-of-two is accused of nine charges under the Official Secrets Act of obtaining information "prejudicial to the safety or interests of the state" between 1 January and 23 March of this year.

He is also accused of stealing a CD-Rom containing sensitive data relating to the Hostile Artillery Locator (Halo) project.

Mr Parr, a former test co-ordinator for BAe, was arrested in Southend on 22 March in a joint operation involving police and the security services.

The charges Mr Parr faces carry a maximum penalty of 14 years in prison.

BAe Systems and Avionics employs 1,300 people and is one of the UK's leading suppliers of civil and military electronic systems.

Russia breaks Swiss banks

I launched another bot on Friday morning, and a trifling matter of the day distracted me from following up on the bot's findings. I remembered it just now, on Sunday evening, and, instead of another harvest of secret information on Russia's communication and naval matters, the raw text returned contained the names of Alexey Kudrin, Sergey Ignatiev, Alexey Ulyukaev, Dmitri Pankin, Alexander Gorban and Nadezhda Ivanova (Алексей Кудрин, Сергей Игнатьев, Алексей Улюкаев, Дмитрий Панкин, Александр Горбань и Надежда Иванова).

The reason the bot found these names was that the text originated in a Russian Government's interoffice memo discussing the forthcoming visit of these Russian financial official to Washington, DC. The team , it seems, is to participate in the meetings of the IMF and the World Bank. This all seems to be innocuously Russian, or even nouveau-Russian. Except there appears a sprinkling of neo-Russian words that my acquaintances from Moscow have identified as egotistically pompous proclamation of money withdrawals. Except the withdrawals were from such easily identifiable insittutions as UBS and Credit Suisse, and among the destination were Nekrasovian pseudonyms for Gazprom, and LUKoil(!!!???)

It comes as no suprise that the news now is percolating through the printed media, and, firstly, of course, through the blogosphere (as confirmed by Huffington Post) that the UBS and Credit Suisse and about to writedowns (or writeoffs) of loss, the first in five years, as a result of unprecedented market conditions. It appears that, concerted or not, Switzerland became too small for the Russian Bear's wallet, and might be assigned the status of a quaint and picturesque winter resort.

Hutch's E-mail application

Associative memory brings back an episode of the Internet's nascent days, 1995-early 1996. Hutch asked me to accompany him on a electronic mail procurement mission.

We knocked on the door of a Palmer Park apartment walk-up, and were led inside a turmeric-fumigated abode. The Indian engineer, a software magician, was uneasy, since it became clear to me that he owed Hutch a big favor for an INS matter. Hutch asked in no uncertain terms if in a matter of three (3!) weeks he would have a program he could carry around on a floppy diskette (1995, remember? No sign of USB), which would allow him "to send electronic mail from any computer" connected to the internet and having a floppy drive.

And thus the Indian wrote the magic code. Hutch used it mainly at random terminals of public libraries. The peculiarity of e-mails which he sent was that the headers From: field contained a domain of a web site he had to be on to send the e-mail.
I remember seeing headers like

I think this was the coolest e-mail application I ever seen. It was just like my bot that has been working wonders for me, see Russian Torpedo, Putin's Letter, espionage search results, FSB Employee list, FSB secrets, and Bot writing.

Smoking Gun in the Russian Torpedo Intrigue

This letter might as well be the smoking gun that sets off all the alarms and sends out the message that Russian weapons are being traded on the grey market, to the highest bidder, which is Iran.

The most unlikely continuation of the Russian torpedo affair (originating with the VA-111 Shkval) can be followed to the most unlikely but logical location: the landlocked country of Kyrgyzstan.

Performing cursory searches after the last post, I became distracted with the tangential thought: for sure, if I launched a bot with naval keywords like torpedo, Norman Polmar, Putin, Iran, previously compiled network locations, and search algorithms for file meta data, I would surely find something more interesting. Translating the keywords into Russian, I promptly sent the bot on its way and instantly received a list of results that included this scan and a DOC file.

Discussing the finds with knowledgeable sources, I can state that the torpedo affair takes place in the landlocked country of Kyrgyzstan, where the former USSR in its infinite wisdom based a torpedo design bureau in the country that has no navigable waters, which, also coincidentally, is responsible for design and construction of high-tech centrifuges (Iran double connection!). After the breakup of the Soviet Union, the facility became a corporation ("Dastan OAO")

What is more or less clear after the in-depth analysis of the letter is that the letter writer, a whistle blower working as a software engineer describes intricacies of the torpedo software being the interest to other countries,and, due to the subcontractor politics, Kyrgyzstan's debts to the Russian Federation; and North Korea, India, and China being interested in the torpedo's control circuitry, some industrial espionage has been taking place in favor of an unexpected, high-bidder party, which is Iran.

The author of the letter seems to have alerted his country's military counterintelligence agency, which resulted in an answer (the image above) having an aloof, condescending, almost an informal, "thanks-but-no-thanks" tone. Business as usual. Back to work. Do not worry. Good man.

Сразу скажу, что за год работы на "Дастане" мне поручали делать софт реального времени(штатный) только для ширпотреба(для MCS-51), и я не имел служебного формального доступа к режимной(закрытой) информации. Но кое-что удалось тем не менее разузнать. Во второй половине 90-х, "Дастан" оказался монопольным владельцем конструкторско-технологической документации(КТД) на изделие "СЭТ-92M", название означает - Самонаводящаяся Электрическая Торпеда. Сразу отмечу, что в этой торпеде есть активный гидролокатор(входит в ГО, см. далее), а метод пеленгации цели - фазовый. Вышеуказанный комплект КТД на СЭТ-92M был продан "Дастаном" в КНР, а затем сами СЭТ-92M производились "Дастаном" и им же продавались в Индию. В торпеду СЭТ-92M устанавливали Головной Отсек(ГО) имевший идентификатор "Керамика" (такое название, видимо из-за широкого применения в нем пъезокерамических преобразователей: вибраторов-излучателей и вибраторов-приемников). "Керамика" была реализована на элементной базе, соответствующей ЭВМ третьего поколения - Интегральные_Микросхемы(ИМС) Средней_Интеграционной_Степени(СИС), то есть логика на 564(немного 533), а аналоговые куски - на 140. Такие операции, как: фильтрации(согласованные,несогласованные) , генерация , интегрирование, дифференцирование, компарирование, и т.д. делались на аналоговых схемах. Усиление делалось на транзисторных схемах. Бортовой контроллер не имел программного(микропрограммного) управления. По частично достоверной информации, "Керамика" была содрана с соответствующего Головного Отсека американской торпеды Мк43(или Мк44), то есть советы("Гидроприбор") попросту подобрали подходящую советскую элементную базу(на конец 80-х). К началу нового тысячелетия, ГО "Керамика" окончательно морально устарела. В настоящий момент, Кыргызстан имеет значительный госдолг перед РФ. В настоящий момент, блокирующий пакет акций "Дастана" принадлежит Кыргыстану-государ- ству. В течении как минимум 10 последних лет, РФ не отказалась бы от получения "Дастана" в свою собственность(до сих пор в РФ нет подобного предприятия), а в последнии два-три года эти просьбы-требования стали весьма настоятельными... One of my online acquantainces that has read this blog from afar (Poland, that is) turns out to be a character that stepped out from a Le Carre's Carla, or Karla novel. He has pointed me to a JPG of a morning-after following an all-night Zubrovka (or Żubrówka) drinking binge.

What I have been told by my source in Moscow (not from among the ones that provided me with great photo recce of interesting places like the KGB in Minsk , the French Embassy, a radar, and a radio surveillance center) is that they (the Ministry of Internal Affairs) have also
pilfered a supposedly US Federal document (assuming it to be FBI or CIA) claiming that various white collar crimes committed across the USA wherein the fingerprints wherever lifted were identical to Che's.

The mysteriously delicious garble

I forgot about the adding to the post on the Russian Sigint station on Cuba, and sent out a bot with keywords in Russian (the list that was prepared by a good friend that speaks excellent Voronezh Russian (plus Chinese, Spanish, Tagalog, Persian, Arabic, Japanese, Hebrew [always a shadow of Mossad, isn't there?], German and Norwegian, has American citizenship, was born in a Moslem country and has a perfect Nordic look - all of which make his adventures fun and a great learning experience.

Thereupon I have opened the bot GUI, copy-pasted into the string window about 50(sic!) keywords in Russian, which equivalent to CODEWORD, SIGNATURE, PUTIN, IRAN, AGREEMENT, SECRET, GOLD, DOLLAR, RUBLE, USA, USN, etc (военно-морские силы, код, подпись, связь, валюта, соглашение, секретные)

The bot was out in the wild no more than 600 milliseconds after the 1.2 second it took to reach main(?) servers, when it returned (faster than previously, in the instances of the FSB Directory, or the first results) a harvest that included several raw TXT files, two of which contained live, classified content. First file name was IRANTRANS.DOC which, at the time, I had no patience to unbutton. I have copied unto here the only paragraph containing legible Russian material:

What is this file? What kind of text is this? A garbled crypto, innocently de-garbled by the bot? Someone said that it is a garbled Cyrillic embedded into Polish. You can only guess. I will have more definite analysis of this material in later posts.

Russian-compiled list of US codewords

The second source's file name is FLOTKODOVO.doc, and it contains many of the codwords in ordiginal English.

After consulting with a friend who is in USN Reserves, I realized that the list is that of US Naval and Coast Guard codewords used by a US Joint Task Force (Four?) in the Caribbean-Atlantic. The Russians, or Russkies, as I like calling them critters on this blog, no offense intended ( it is my Southern charm background shinin' through), must have done a good homework of radio monitoring and put together this rather interesting compilation. Due to translation and formatting, it is non-alphabetical.

The Russian understanding of the meaning was very much off, for example, they could not know that BILLY BUD meant a situation where sexual crime was committed aboard a searchable vessel. A Russian listener associated it almost literally to a billy club ("битой" - with a baseball bat ?!) I s that how they opearate: when in doubt -fudge it?

Many of these were easy for the Russian to know/figure out/ distill out of Google, but there are things like BILLY BUD, where I provide the Russian interpretation and the real meaning used by the US:

Casing out the Byelorussian secrets

The pictures of the Byelorussian KGB are here. Remember, this is the land where communism has never really died. You cans see the old embroidery-spangled flag of the Byelorussian Soviet Republic still unfurled over the City Hall/The Government Building in Minsk. These guys still think the USSR is alive and well.
By the way, note the antenna so typical of secret Soviet/Russian underground command centers.

And on Lenin Street there is a building having no number nor plaque, however festooned with an impressive suite of antennas.

This no ordinary TV antennas for the bored security guard's to watch the reruns of the stolid, tacky Communist song shows.

We were in the process of zeroing in on other features of the building, when a Byelorussian door lady scurried out onto the street and screamed at us in perfect Russian, "Movie cameras are forbidden!" We were using a tiny Canon digital gizmo with no hint of a camera.

and this is the KGB buidling. We were free to approach it and look it over from all directions, looking for any sign of good recce, but, apparently, the really interesting goodies are still inside, whereas only their classic defense-grade antennas and triangulators could be glimpsed on the turret.

Nobody ran out to arrest us. There was no sign of life, or even of a bureaucratic activity, or even of a faint scream of a political prisoner. It's just like scoping out the French Embassy in Moscow.

Recce of French Embassy

The joke from a late-night show that seems to be appropriate for this post - "an ad on Ebay: French rifle, never fired, dropped once."

Most people don't think much about what the French are up to, but they are not behind the leading militaries of the world, and the same is true in the sense of their electronic warfare and intelligence.

Our man in Moscow (not the one that contributed here, nor here)- I know it sounds corny - has been lucky to gain a vantage point from where he succeeded to take a digital look at the French Embassy in Moscow. Don't ever underestimate the French.

You would have thought that this group is just a regular planar spike, but the upturned direction of the whips and the Rode & Shwarz HF dipole with an attenuator testify to its unexpected use.

and these thistle whips - according to additional sources, whatever you may call these spikey finials, they have been known to radiate the most exotically encrypted traffic (some of which, unbuttoned, we will publish soon) you could pick up in this city. We have been away, but not idle. We have met a bunch of interesting people, one of them is a former Tu-154 pilot who now flies for a discount airline. We call him Captain Alex, and he likes to take pictures in flight, from his pilot's seat. Here are some of the pictures that also serve us a breathtaking material for recce exercise.

Vnukovo Int'l Airport this winter.
The newly built, partially underground railroad spur serving the passenger terminal is visible to a knowledgeable analyst. The Russkies feel the bulge in the petrowallets, hence they feel that they can built some more megalomaniac projects to the airport.

Captain Alex took the picture and self-censored himself at that. The famous 06-24 runway is cut off below the photograph, because it serves the Government Terminal. Captain Alexey, however, was flying high and fast when he took the pictures below:

We can see the Government Terminal as the grey, black and brightly lit rectangular area towards the far (24) end of the 06-24 runway, below the T-juntion of the highways.

SLANT IMAGERY OF RUSSIA'S NOVA TERRA

Novaya Zemlya, that is. A high-level official who is actually in charge of declassifying DOD materials, has released the following imagery on condition that no other details would be divulged. The material has been declassified, but still has the stuck-in-limbo FOUO (for offficial use inly) markings.
Thus a special recognaissance platform that still remains classified is capable of obtaining imagery at extreme slant angles. That means the method is equivalent to a person shooting landscape phtographs from the ground level. Here is an image inside Severnyy, a Russian outpost on the lunar landscape ravaged by catastrophic nuclear explosions. The angles are marked on satellite map for visualizing the orientation of elements in the photograph.

What are these Russkies up to nowadays? What goof-ups can they suprise us with over there?

DIPLOMATIC TELEGRAM ANALYSIS

A certain someone sent in this telegram, fully confinced that it is a Russian code-word or other type of code text.

It is sufficient to have studied comparative analysis of Slavic languages to spot Bulgarian suffixed articles ( -te, -to) at the end of the nouns. As far as we know, no other Slavic country uses Latin X to represent the "sh" sound. Our contributor is an avid ham radio operator who claims this was a RTTY message sent in an easily decodable diplomatic format. Note the year. We have some really recent material, but are being very careful with what we release.

Another Moscow radar site

Few people in the business know about the Chulkovo radar station. Another one of those non-descript dome-shack-and-a-mast site that has never been talked about or reported. However, this very installation is responsible for most of radar and communications monitoring, also for ensuring secure communications for Russia's government and military transmissions, including those originating from Moscow's airports, one of these located nearby the neighboring Bykovo. The stolen Russian intelligence

Military and government professionals know how the importance of keeping classified information within secure environment. The transgression could cost someone his career, or the indelible, unforgettable wound on his consciousness that thousands hours of work and government's priceless intelligence gathered through painstaking effort has fallen into the hands of unsuspecting at best, uncleared civilian. The lesson learned by a Russian SIGINT professional is related below in its original, contributed by a radio amateur.

The SIGINT specialist had a keepsake tape made for him of the best moments from Russian radio surveillance of US Strategic Command and other sorties. On the way home, he could not stand the temptation to let an accidental fellow traveller listen to the tape and later on stealing the tape. The story is heartbreaking, to say the least.

Насчет пеленга я не знаю, какими антеннами они работали. На пеленгаторе сидело три срочника (обычно дембеля), так что им этот пеленг был до одного места. Обычно на рядовые самолеты (транспортники REACH, то есть С-130, С-5, С-7), заправщики и тому подобное пеленг был никому не нужен. И в таких случаях мое общение с пеленгаторами выглядело так:
Я сижу на посту, решаю от скуки взять транспортник на ГКСС. Слушаю, что он дает информацию, что примерно прибывает на Гейленкирхен через 2 часа, на борту 10 тонн груза, просит погоду. Даю команду на пеленг: "Работает 9011". Пеленгатор тут же спрашивает: "А что там за самолет то?". Я отвечаю, что транспортник. Он после этого тут же забивает на пеленг совершенно. После прослушивания я спрашиваю:"Ну что, пеленг давай". Меня просят сообщить, что же я там услышал. Я говорю, что он летит в Германию, прибывает через пару часиков. После этого пеленгатор отвечает:"Ну запиши там 230 градусов". Это так происходило чаще всего. Если самолет посерьезней, то они что то старались изобразить, и даже иногда получалось. Но каким образом они это делали и какие антенны использовали я к сожалению не знаю.
Что же касается позывных, то их основные типы были известны, то есть какой самолет под какими позывными летает. А вот предполагаемые частоты и позывной на отдельные случаи обычно почти всегда приходит по ориентировке. Что же касается содержания радиообмена, то не всегда (исключительно на собственном опыте) можно определить тип самолета, так как военные самолеты, выходящие на ИКАО ничего не говорят, а всего лишь дают три точки своих координат и уровень полета и все. И даже на ГКСС не всегда удается понять, что за самолет, так как на моей памяти бомберы, запрашивавшие канал связи со своей авиабазой обычно никакой информации туда не давали, просто говорили расчетное время прибытия и давали Operations normal, то есть, что полет проходит нормально. А подтверждение тому, что это бомбер я обычно получал, когда оператор сам их просил назвать тип самолета и они говорили его. На ИКАО я однажды по ориентировке ждал перегон тактики 07.06.97. С Европы на континент гнали стаю F-15. Называлось все это движение Coronet East 135. Работали они на частоте ИКАО с ЦУП Нью-Йорк на 13306. Постоянно выходили заправщики КС-135 под позывными BLUE 71,72,74,82,84. Давали координаты и высоту полета, ну как обычно, причем эшелон периодически опускался до 210-230 для дозаправки. Шли они по точкам 43n 43w, 44n, 45w, 44n, 50w. Потом у одного из заправщиком состоялся разговор с оператором Нью-Йорка, где пилот сообщил, что они Коронет Ист 135, причем проспеллировал название, и сообщил позывные тактики, то есть истребителей. Выглядело это так:" New York this is Blue 71. We are Coronet East 135. We have Mazda 31, Mazda 32, Mazda 33, Mazda 34, Mazda 35 and Mazda 36". Все это он еще раз проспеллировал и дал очередные координаты. То есть в принципе если бы не ориентировка, то я бы, не зная, что все это значит, даже и значения этому бы не придал. В основном конечно все заранее известно по ориентировкам, но для меня и был главный интерес, когда заранее зная какую то информацию, находишь самое явное ее подтверждение.
Насчет поста, то я не знаю, как же сделать так, чтобы меня все же взяли. У меня ведь из моей части остались подтверждения допуска и тому подобное. Но я думаю, что это покажет разговор с командиром части.
Самое интересное, что самые волнительные моменты, причем записанные при идеальной слышимости (ну это было качество почти как в студии, почти полное отсутствие шумов и ясные, четкие голоса), причем на кассете было все: бомберы, разведчики, АВАКС, причем не просто выходы на связь, а разные интересные моменты, так вот, такую кассету, выстраданную за полгода (ведь не всегда такая идеальная слышимость и разговоры необычные) я вез на память домой. И вот в поезде из Улан-Удэ с нами ехал дембель какой-то танкист, что ли. Мы ему дали на плейере послушать, он был отрясен, хоть и не знал английского, и вероятно попросту ее спи...дил, чтобы в своей родной деревне девкам давать слушать и рассказывать байки, каким он был отважным танкистом-радиоразведчиком. Он у меня еще в поезде спрашивал, нет ли еще такой кассеты, а то бы подарили ему. Я даже и подумать не мог, что она ему так в душу запала. До сих пор вспоминаю, сердце кровью обливается, в прямом смысле. Мы на дембель сравнивали, у кого самые интересные записи и по качеству слышимости. Так вот эта кассета лидировала тогда с огромным отрывом. С каким бы безмерным удовольствием я бы ее сейчас выложил вам, друзья!!!! Качество ее было просто студийным, поверьте на слово! Какая же сволочь этот танкист...

Russian Radio Surveillance Center

One of our Moscow-touring friends who also happen to have an admirable college education and a sharp eye for all things hi-tech, secret and Russian, has stumbled on (surely one of many) Russian Federal radio surveillance center, for decades having been tucked next to Butovo, a quaint village next to Moscow. The giant city by now has swallowed up this village and given it a subway station, but the pictures disclose an intriguing side of the Russian heartland.

As one would expect from similar outpost anywhere in the world, the most exciting, government secrecy, hi-tech installations usually occupy a non-descript, humble, pastoral house just like this

Just when our friendly photographer had finished taking the pictures, he was approached by a serious looking but polite plain-clothes officer-type, and asked for ID. Speaking perfect Russian, but having a foreign passport, our photog seemed to have placed the officer into an uncomfortable predicament, which was resolved by our photog offering to erase the pictures from the Flash card. Herein lies a comment on the IQ of Russian well-dressed gentlemanly perimeter guards. He accepted the offer smilingly and bid our photog farewell, the images safe in the camera's memory.

And just to show that this is not your average ham radio club, feast your eyes on what must be a Western-import, most probably Thomson, interferometric tracking array, adapted to one of those numerous, Russkie-ingenuous radio spectrum snooping ideas. Birch trees look Pasternak-esque, don't they?

Here we have written a bot in U6-ICICL to harvest network locations from any search engine queries. (Previously we have revealed command strings in ICICL-AIPL which would find intentionally obscured public information from commodity exchanges)

Just a couple of days ago we have unleashed a bot that gathered officers' names from Russian Security services internal directory. This time the ICICL bot incessantly shuttled back and forth between a search engine server and a source of any query that asked for any of our own preset ,arbitrary espionage-related keyword, "secret report" for example). The results are interesting. Federal security service of Russian federation is understandable, but the Texas State Transportation Department, Gazsvyaz (gas communication?), Calgary Board Of Education?

Previously we have revealed command strings in ICICL-AIPL which would find intentionally obscured public information from commodity exchanges. What if we have a fire-and-forget script, as they say in C+++ and other worlds, a bot of sorts, that would find a precious information and deliver it for us on a silver plate, in other words, in an easy-to-read, formatted file.

Let's use U6's LUICS again. Let's start with the ICICL and AIPL prompts (can we keep it to one, albeit long line, vs. a kilobyte-heavy Microsoft script?):

The above command contains an ICICL net:pack code which lets it loose, and in the eventuality of unknown network environment, server obstacles, or content hosted by a third party, will let the bot literally turn to a closest U6 hub and fetch an additional AIPL code to read what seems to be an incomprehensible content.

By specifying the "www" we would narrow down the search to the www domains only, eliminating the need to pore through every FTP and other environments.

Since every lemming out there naively went and bought Mac-Linux-Windows server, there is virtually no machine that can recognize U6-specific commands, and, at worst, would discard it through an equally naive, dumb-machine decision of a checksum rejection.

Look at the Gold Bug command again. Short, sweet, intuitive, even to a pierced, pot-soaked wigger youth smart enough to get an A at his liberal-curriculum worship club he calls his high school.

Sorry for the poetic digression. Dubai: Gold prices will need to return to levels close to $850 to encourage a further surge in gold recycling in the Middle East, GFMS's latest report said.

"With gold pushing through $800 in early November, this sharp rise was expected to have provided the impetus for a hood of recycled gold from Saudi Arabia, the world's largest supplier of scrap last year.

"However, this has not been the case, with scrap fows from the Kingdom surprisingly weak in the second half of this year," said Cameron Alexander, an analyst at GFMS.

Year ahead

Looking ahead to the next year, he said it is unlikely that Saudi scrap gold volumes will return to 2006 levels unless a higher gold price is achieved.

The resultant slump in jewellery consumption would likely encourage a portion of retailers to take advantage of record prices and liquidate their holdings.

"Consider that average scrap volumes were over 30 tones per quarter in 2003 globally but, so far this year they have fallen to under 20 tones on average," Alexander said.

Similarly in the Middle East, the reaction to the rise in the metal prices has been controlled, with scrap supply supported by the distribution chain unloading slow moving inventory rather than individuals of loading gold assets, as was the case for much of 2006.

"Several dealers in Saudi Arabia involved in the scrap market said they were perplexed at the lower volumes of scrap currently being returned to local gold souks in spite of a 27-year high for the gold price," he said.

Trend: Dubai scenario

Demand for jewellery in Dubai has been modest with consumers buying solidly on dips in prices. But right now they do not appear selling, or exchanging jewellery, with the expectation of higher prices on the horizon, GFMS's report said.

The most simple explanation of this appears to be that, as expectations of higher (and ever higher) prices have taken hold, consumers have reduced the amount of old jewellery they are willing to sell back.

Report says the rise in the gold price, even in euro terms, obviously features but its direct importance should not be overstated.

That means my system based on trading opposite to the small traders in gold has just flashed a renewed bullish signal for Canadian Gold iUnits (symbol XGD). (See the table below for more details.) Personal disclosure: I've been long XGD since this setup flipped to bullish back in May. I found in my research on the past COTs data that the best way to trade XGD was to fade the gold small traders.

However, not all markets work the same. My research also found it was best to trade on the same side as the "smart money" gold commercial traders—these would be the gold miners—for bullion itself as well as the HUI Gold Bugs Index and USERX U.S. Gold Fund. That's just the way this fascinating data works.

And these three latter setups flipped to bearish in the Sept. 25 COTs report due to extreme pessimism on the part of the commercial traders. Since September, the commercials have steadily reduced their large net short position to the point where my gold and HUI setups have just gone to neutral (zero) for the first time in nearly two months. Of course, the commercials are still far from actually getting to the point where they'd flip my setups to bullish.

In silver, the "dumb money" small traders have bumped up their net long position a fair amount since the previous COTs report. Now, they're just slightly negative about silver's prospects compared to the historic data. My silver signal remains solidly in the bullish column, where it's been since July. (Disclosure: I've been long SLV iShares Silver since that signal started, too.)

The action in copper since September has been quite depressing if you happened to be a bull. Since my copper setup gave three renewed bearish signals starting in the Sept. 25 COTs report, copper is down about 15 percent. Yikes. With the latest COTs report, my copper setup still has a bearish tilt because the "dumb money" large speculators—the big investment firms and hedge funds—are still fairly bullish by historic standards. This, despite the dramatic selloff! It makes you wonder how these folks stay in business. Oh yeah, that's right. Commissions, management fees, tax loopholes, offshore accounts. Almost forgot.

And what of the beleaguered U.S. buck? Do the COTs give any hope for the poor greenback, so crushed and unloved? No, sorry, they don't. In fact, the "smart money" commercials in U.S. dollar index futures have again reduced their net long position—their seventh straight such move. My dollar setup, already on a bearish signal since way back in Oct. 2006—when the dollar's latest downtrend started—now has a decidedly bearish tilt.

Veering off the topic of SALWISS displays, we are going to examine, and possibly quiz some of you on the CAIRNORVA decryption. Meanwhile, here is a how-to on a neat steganography method that I found on a forum. It is a set of very simple steps:

Create a public key;
Export the public key;
Use Clip Secure, or an equivalent;
Set Clip Secure to the OFB mode;
Encrypt a short text mesaage with CS in OFB mode, make sure that the cyphertext is no longer than 64 symbols;
Copy and paste the cyphertext at the beginning of the public key, then - trim the key so that the whole assembly looks innocent. Make sure the cyphertext is not chopped or altered.

Test:
Load the key text minus the headers into SC and decrypt. Should be fine.
The public key, however, is corrupted beyond recovery. That is OK.
You post it anonymously to the internet, for example, as a new user of a forum which has an naturally designated slot suitable for a PGP key in user profile, or just into any other area where it is unlikely to arouse suspicion, but render it easy to locate intentionally.

Provided the user's true identity and anonymity has been preserved, it is additionally crucial to ensure that this modified key can be traceable. Now the person for whom it was intended may safely copy it without arousing any suspicion by being aprt of a completely benign traffic of the forum.

In this installment of SALWISS basics, we will see that the SALWISS information management is very straightforward and end-user oriented. Look at this display of a gunship FOV with SALWISS information overlaid.

Some of the targets here have been downloaded to the pilot from a SALWISS platform, while some have been acquired by his gunship's SALWISS sensors. Other than the navigation data, the prime field of view is taken up with SALWISS labels overlaid as arrows, letters, stars, and X's.

Immediately next to the pilot's console there is this SALWISS target list:

A and B are trucks, medium warm, and they are major SALWISS targets sent from a major platform.
C is a metal object, relatively cool, and it is a target received from a local command, or another weapon platform.

E is a building structure, with fixed markers, its targeting points fixed and sent by SALWISS staff.

Recently a soldier's HT got irretrievably lost, to no fault of his own. He did not remember whether he put his set into the default standby mode, either by CHANF or CHANS right before turning it off.

Upon hearing of this episode, where the set was taken for a routine 1 minute communication check by another teammate, the CO clicked CALUS (call user), DISCNOT (color indicator notify) and ANCOCH (announce code change). An unsuspecting finder-keeper will never know what the flashing LED would mean, and through playing with the buttons, which might remind him of a police scanner, would surely deactivate all the HT functions save for the beacon-self-ID frequency beeps. FBI should have an easy time locating this wonder CB radio, and racking up additional favors from the JTF.

Intro to the U6- UCICS-The Unified Communication, Information and Computing System

I love working in U6's. It has a fundamental functional environment with an unlimited number of parallel GUIs that incorporates in itself :

Its memory and the processor have been integrated into one, photonic device based on optical signalling.
Programming is based on Logic and Symbol equivalent logic code (see U6 languages below)
An engineering shell for any number of machines invocable from any of the remote, recognized computers
An SGML-HTML like environment for Internet interface, organically self-written - forget the XML hassles!
A file and server Protocol Self-Writing facility

The U6's architecture uses only one device. Instead of an IC chip with separate RAM, etc, there is one device that has RAM, ROM and clock equivalents, the (hyper-vector) size of each dictated by a task controller:

The Operators!

Forget the CPU. U6 core, if you will, is an operator made up of operators. Imagine a wheel with hub and spokes. Or better yet, the solar system. There is arrays, the central operator, which would remind you of addresses. Everything else is located (figuratively speaking) around the arrays.

Array Task Manager operator has in itself a group of managers each referred to as When, What, Where, How and How Many managers. The Array Task Manager often is the most crucial component, resembling a kernel in other systems.

Array Definition and Tagging (Addressing) sets up arrays according to the needs of the operation, as well as defines the arrays' discreet dimensions, tags, remembers and searches unique location addresses within all of the arrays.

Search and Iteration set of components conducts all the array searches by any of the value methods, it defines iterations according to search operations. Search and Iteration processors (which are, again, hyper-vector) actively search, find and provide found values, or sets of values, by comparing, matching and other methods that would remind you of hash and range math.

Symbol Processor is the equivalent of a CPU processor, except that it uses all of symbols of any symbol logic it creates for an operation, and uses for operation to calculate processes.

Translators simultaneously translate between different symbol logic systems, value methods, math algorithms, thereby allowing many different machine languages, solid-state PC bit systems and their operating systems to function on a single U6 platform in perfect harmony.

Calculators calculate any math, logic or other value method functions, algorithms and formulas that require result computations and excludes process decision-making (process calculation), which is done by the symbol processor.

Comparators compare entire processes, sets, algorithms, tasks, functions and other activities simultaneously, and substantially faster than your regular Cray or other electronic machines - since sets, algorithms and activities exist as objects relative to the . Unlike the Search and Iteration operator that reaches into locations to search and find, the Comparators receive sets of activities to be compared in decision making.

With the ongoing wars concentrating on battling the insurgents who operate in small groups, often at night, using small craft and small vehicles, employing their own methods of defeating FLIR, starlight, and heat seeking sensors, the existing defense target acquisition systems do not exactly meet the needs.

The basis for the SALWISS relies on every weapon platform serving as a sensor platform as well. The system uses the following sensors, some euphemistically described:

thermal,
metal capacitance differential wave refraction,
night sight,
motion processor,
various sonobuoys,
key-, frequency- and split-shifting radar
synthetic-aperture radar
geometry fuzzy-logic analyzer

Besides the standard platforms, which are aircraft, ships, submarines, the sensors, where appropriate, are mounted on tanks, armored bulldozers, tree-embedded or camouflaged devices, as well as commander’s GPS devices.

The SALWISS display is similar to TADS, but is substantially more intuitive as a target designation means and GUI. Each target is captured, processed, and assigned its own unique Target Tag. Each TT resembles Web’s URLs, however, besides a concise code for a target’s coordinates, TT also has a code of the properties and behavior, which include a description of a target’s heat, motion, and history.
